Monroeville, Pa. — The Monroeville Council on July 8 authorized advertising a public hearing on the municipality’s proposed five-year Capital Improvements Program (CIP) and heard residents urge wider community outreach and engagement on the CIP and on plans for the Monroeville Mall site.
Council voted to advertise a hearing set for Aug. 7 to consider the draft five-year CIP. Assistant Manager Doctor Lang and council members said the draft does not include bond financing for the coming year and reflects a conservative approach focused on immediate capital needs. Council indicated staff would hold smaller follow-up sessions with council members and that the manager would schedule further agenda meetings prior to finalization.
During the public-comment period, resident Lois Drumhouse praised the communications department's YouTube presentations and urged broader notice across Monroeville wards so more residents can review the CIP materials before the hearing. She also urged renovation and potential relocation discussions for the municipal public-works site at StarDrive, saying she believes the StarDrive location could better serve public works and MS4 functions than alternatives cited in previous presentations.
Resident Alyssa Beck asked whether the communications department could document the community process around what she described as a “half‑billion‑dollar” redevelopment at Monroeville Mall and invited council members and staff to a citizen-organized meeting on Friday, July 18 from 11 a.m. to 12:30 p.m. to discuss the mall redevelopment. Council members said Cypress Equities, the private purchaser of the mall property, had expressed interest in community meetings but that no formal applications or development plans had been submitted to the municipality at the time of the meeting.
Mayor Greaslock said the municipality would help facilitate community meetings when Cypress Equities is ready, but reiterated that the mall property is private and that no applications had been filed with the municipality. The council’s action to advertise the CIP hearing begins the formal public-notice process for the five-year plan.
