Constable Caraway (Precinct 1) presented two budget requests to the commissioners: purchase of a marked law-enforcement vehicle to restore a reliable spare and funding for a part-time deputy to help serve civil process and cover court and enforcement needs.
Caraway said the office currently operates four full-time deputies and one administrative employee; a spare unit (a 2015 unmarked Chevrolet pickup with 158,000 miles) is in use but the prior spare (a Ford Expedition) is out of service. He said the office often must reassign vehicles when one goes down and that using an unmarked pickup for civil-service duties is not appropriate.
Vehicle and costs: Caraway requested a Dodge Durango (estimated roughly $50,000) with upfitting costs estimated at about $10,000 or less. He said acquiring the Durango would allow the department to reassign a lower-mileage vehicle into backup status and avoid reliance on a high-mileage unmarked truck.
Part-time deputy: Caraway said he previously had a part-time deputy who left during an election cycle; the position would provide extra capacity to serve civil papers, assist with writs and support court bailiff duties when needed. He said the office averages multiple attempts per civil process (about 2.6 attempts on average) and described high court-related traffic in the precinct.
Budget framing: Caraway asked for $20,000 to fund the part-time role and said the vehicle and the part-time hire would improve the constable's ability to respond to civil-service workload and court coverage. Commissioners asked about staffing and vehicle counts; Caraway confirmed his current staffing complement and described high seasonal and rainfall-related impacts to his duties.
No formal appropriation was made; commissioners recorded the requests for the FY-26 budget process.
