Randall County awards seal-coat aggregate bid to J. Lee Milligan after competitive bidding

Randall County Commissioners Court on May 27 awarded bid No. 2025-47121 for seal-coat aggregate to J. Lee Milligan, the low bidder, and authorized a one-year contract with options to renew for up to four additional one-year terms.
Procurement staff said the county solicited bids April 24 and received five bids from four vendors. Estimated annual material need was roughly 5,000 tons. Bids for grade 4 type B aggregate ranged from $62.10 to $81.00 per ton; J. Lee Milligan offered the low price of $62.10 per ton for grade 4 and $63.90 per ton for grade 5.
The county's road staff and procurement officials said travel and proximity affect delivered price and that Milligan has supplied the county previously; commissioners noted competitive pricing matters in tight-margin contracts.
The court voted 4-0 to award the contract to J. Lee Milligan and authorized staff to finalize the agreement.
