Carroll Lane drainage and stormwater project remains under permitting; staff says construction underway once permits arrive

Commissioners pressed staff about the status of the long-running Carroll Lane drainage and stormwater project at the July 10 budget workshop. Commissioner Bass asked why the project — which has been discussed for years — was still not complete. "Last night, if we are not making a mistake here...we almost gonna started to do, you know, to, started today working in Caroline," Bass said, expressing frustration at delays.
Adelina Gross, CIP manager, responded that the project is detailed and must meet county and state permitting requirements and safety guidelines because the work is in an industrial area with contamination history. "Carroll project is a very detailed loan project that we have to comply with many requirements from the county, the state, and also we need to meet all guidelines for safety," Gross said. She said crews have begun cleaning existing drainage and have performed water-main and sewer-line work since February but that full construction awaits outstanding permits.

Several elected officials asked whether FY26 will require additional money and when the city can expect project completion; staff said the project is expected to be completed in FY26 but not FY25.
