Council approves Burn Off the Bird 5K and Firebird Festival permits, sets safety conditions

Phoenixville Borough Council approved two temporary community event (TCE) applications on July 8, granting permits for the Burn Off the Bird 5K and the Firebird Festival with conditions intended to ensure public safety and limit disruption.

The Burn Off the Bird 5K, proposed to start and end at the Recreation Center on Saturday, Nov. 25, 2025, with brief street closures on Franklin Avenue and Fillmore Street, was approved on the condition that organizers provide a valid certificate of insurance naming the borough as additional insured. The motion to approve was moved by Mr. Moore and seconded by Miss Dugan; the motion carried 7-0-1.

Council also approved a TCE application for the Firebird Festival at Veterans Park on Saturday, Dec. 13, 2025, with Maori Road closures between Saint Mary nd Northridge Drive from 4 p.m. to 11 p.m., conditioned on receipt of fees and an appropriate certificate of insurance naming the borough as additional insured. During discussion, Mr. Moore said an earlier plan to count attendees at the site was deemed impractical and that organizers and public-safety departments would instead put procedures in place to avoid overpopulation at the venue. The Firebird Festival motion passed 7-0-1, with Miss Berkley recorded as abstaining.
