Council approves 2025 paving contract, wastewater sludge disposal and parking truck purchase

Phoenixville Borough Council approved three procurement and budget items on July 8, including a low-bid award for street paving, a multi-year wastewater sludge disposal contract, and a parking-fund purchase for a parking enforcement truck.
The council voted 8-0 to award the 2025 paving contract to Innovative Constructive Services in the amount of $110,440.80 as the lowest responsible bidder. Miss Berkley moved the paving motion and Mr. Weiss seconded it.
Council also approved a contract for disposal of wastewater sludge with Synagro Central LLC. The bid motion, moved by Miss Moore and seconded by Miss Berkley, described line-item prices in the motion: $119,760 for the balance of 2025 and for 2026; $123,360 for option year 2027; and $127,056 for option year 2028. The motion carried.
On finance, council approved a budget increase of $40,000 from the parking fund balance to purchase a 2025 Ford Ranger for the parking department. The motion was moved by Ms. Dugan and seconded by Ms. Berkley and passed 8-0.
Why it matters: The paving award funds immediate roadway maintenance, the sludge contract secures biosolids management for the borough nd includes option years at specified prices, and the parking-fund appropriation completes the acquisition of a vehicle for parking operations.
