Board receives first reading of electronic communication device policy allowing phones but urging them be off and away

The Haddon Township School District began a first reading of an updated electronic communication device policy that would allow students to possess cell phones at school but require them to be "off and away" during the school day.

"The policy that we have now ... does allow students to have cell phones on their on themselves during school time, especially in the middle school, high school, but they need to be off and away," Dr. Piscaro, the superintendent, told the board during the meeting.

Dr. Piscaro said the policy is on the agenda for first reading and indicated the board will take additional implementation feedback over the summer. "They'll be approved in in June, but I would not be surprised if this became more restrictive when we come back in September," he said.

Board members and staff flagged implementation challenges, particularly monitoring compliance at the middle and high school levels. The superintendent said administration will monitor the policy closely and bring any recommended changes back to the board.

Why it matters: Electronic device rules shape classroom management, student supervision and teacher workflow across several grade levels. The district’s approach balances student access to devices with in‑school expectations; the policy remains subject to change based on summer review.

The board did not adopt the policy at the meeting; it proceeded as a first reading and will return for further action in June and possibly additional revision before the new school year.
