The Warren City Council unanimously directed the city attorney on Tuesday to draft a new, modernized civil service ordinance to replace the ordinance initially adopted in 1967.
Councilwoman Mindy Moore argued the current ordinance predates modern human‑resources practice and has been amended only sparingly; she said union representatives and administrators agree the ordinance is out of date. “It is time to review and modernize the civil service ordinance originally adopted in 1967,” Moore said.
Members supported Moore’s motion and asked the city attorney to work with appropriate administrators and stakeholders in preparing updated language. The council did not adopt a final ordinance at the meeting; the directive was to produce proposed updated language for later consideration.
The motion passed unanimously. The city attorney will prepare draft ordinance language and return to council for review as part of a multi‑step process that may include stakeholder meetings and subsequent readings and votes.
