PSA pursues EPA-funded asset management plan; no local match required if approved

Carroll County Public Service Authority staff told the authority on June 2 that they are pursuing grant funding through the U.S. Environmental Protection Agency to develop an asset management plan for the water and wastewater system.
Mike, PSA staff member, said the EPA has funding that would "have a possibility of doing" an asset management plan "in which they had a possibility of doing this, without any cost to the county." He said the EPA team will review the submission to determine whether the project meets the program guidelines and that, if approved, the EPA would perform the work and require significant data from PSA staff in support of the assessment.
The asset management plan would inventory system assets, estimate ages and replacement timelines and produce an outline for future capital replacements, Mike said. He added that even with a plan, staffing constraints mean PSA will need to prioritize replacements because it lacks sufficient staff to proactively complete all work immediately.
Why it matters: An EPA-funded asset management plan would give PSA a data-driven roadmap for prioritizing capital repairs and replacements without an immediate local match, improving long-term planning for water and wastewater infrastructure.
