During the vote, Mr. Slate voted yes, Mr. Dixon voted no and Mr. Jessup voted yes; the motion carried 2-1.
The board then considered a motion to adopt the fiscal 2025 budget "as presented." The motion received a second and the authority again voted 2-1: Mr. Slate and Mr. Jessup voted yes, and Mr. Dixon voted no. The authority approved the budget by the same margin.
During members' time after the formal votes, authority members offered brief remarks about the decisions. Authority member Mr. Dixon said, "I just don't like rate increases," and thanked staff and the budget committee for their work. Other members thanked staff and said they hoped the steps would reduce the need for large increases in future years and that increasing the number of water customers remains a focus to spread costs.
The meeting ended after the authority approved a motion to adjourn; that vote was unanimous.
Actions taken at the June 16 meeting will guide Carroll County Public Service Authority operations and customer billing for fiscal 2025; the authority did not record any public comments on the proposed rate changes during the hearing.
