Court members also approved a package of other budget adjustments requested by department heads that make capital purchases and operating changes available for the current fiscal year. Those items include: a 4x4 truck for the county engineer, a truck with a lift for animal control, an IT storage/server purchase and networking equipment for courthouse and election systems, an e-bidding software purchase for purchasing, two AEDs for EMS, patrol rifles and ballistic vests and AEDs for the sheriff, TASER replacements, two compactors for solid waste, a zero-turn mower for parks, and a replacement truck for extension services. The court approved the amendments by voice vote, motion made by the county judge and seconded by Commissioner Chapman; motion carried 5-0.
Why it matters: Commissioners said the dedicated fund makes the county’s $1 million match visible and legally committed to the Herff Road/Highway 46 project, which county leaders described as a high-priority intersection improvement that also would add pedestrian and cyclist facilities. The project was discussed earlier in the meeting as part of the county’s push to secure AMPO funding; TxDOT submitted the project on the county’s behalf.
Discussion and clarifications: County staff explained that the mobility improvements line originally budgeted $2,000,000; $1,000,000 of that will shift to the Herff Road project if the court approved today’s adjustments. The remaining million was previously budgeted for the Coffrin Road project. Staff said the specific Fund 71 line will be labeled to identify the TxDOT Herff/46 project so the commitment is explicit.
On ambulances and federal grants: Commissioners discussed a separate potential funding source (a state/federal grant referenced in the meeting) that could provide roughly $350,000 toward an ambulance chassis; staff said that if the court later elects to purchase, EMS already has chassis money in its budget and the grant (if awarded) would be applied to the vehicle acquisition. Court members did not take separate action on an ambulance purchase during Tuesday’s meeting.
