Staff and commissioners described the BMP document as a living reference that the commission could update more easily than a formal ordinance. The BMPs would be referenced by any future ordinance changes so numerical or technical details could be adjusted without a full ordinance amendment. Davey Resource Group prepared the current draft, and staff said more chapters and revisions are planned for later this year.
Several commissioners said they had not completed a detailed review and asked for more time; others who had read the draft said it appeared consistent with standard arboriculture practice. Staff requested approval to proceed, but the commission voted to retain the BMP review as old business so all members could do a fuller review and submit edits prior to approval.
No final approval or ordinance amendment was adopted at the meeting. Staff will circulate reminders and collect edits ahead of the commission’s September meeting so the group can consider approval or further revision then.
