Worcester — The Planning Board on Wednesday voted 4-0 to approve a definitive site plan and frontage subdivision at 119 Rodney Street after an extended staff examination of stormwater, groundwater and retaining‑wall design for a proposed three‑family building.
Attorney Donald O’Neil, representing the applicant, described a three‑family building and lot split on a steep site with substantial retaining walls and limited room for conventional rear‑yard parking. Planning staff said the property sits on slopes greater than 15 percent, will involve tall retaining walls adjacent to neighboring properties, and requires careful drainage and scour protection.
Michelle Smith and Rose in the planning division asked the applicant to conduct additional test pits, provide a mounding analysis or other evidence that infiltration is feasible, and supply a dewatering and structural plan so that stormwater and groundwater are managed without destabilizing nearby slopes or foundations. Staff also noted that a Department of Public Works memo submitted the day of the hearing should be included among final conditions.
The applicant said preliminary soil testing shows seasonal high groundwater approximately 50 inches below the surface in the tested area and that the design team had looked for feasible locations to infiltrate. The applicant agreed to complete additional evaluation, including details for proposed detention, scour protection and a structural plan for the retaining walls and foundations, and to provide the analyses required to meet the state’s stormwater standards to the maximum extent practicable.
Planning board members expressed particular interest in ensuring the retaining‑wall design and drainage details would protect the long‑term stability of adjacent properties. One commissioner said the board would rely on staff and engineering reviewers to test the structures and the drainage approach.
The board approved the plan on the condition that the applicant submit the additional infiltration/mounding analysis, a dewatering plan for construction, detailed retaining‑wall structural plans, and a stormwater narrative addressing DPW requirements. The approval also incorporated DPW language provided to the board the day of the meeting.
The approval clears the way for the applicant to proceed to building permit submittal once the required technical documents are accepted by staff and DPW. It does not authorize construction until those conditions are satisfied and any required permits are issued.
