Cobb County opens July 10 bid submissions; announces postponements and records bids for parks signage, animal services project and police armor

Deputy Director of Procurement Services Stephanie Bryce opened the Cobb County Board of Commissioners bid opening on Thursday, July 10, 2025, and announced that two solicitations were postponed while soliciting and recording vendor responses for four other procurements.

The announcements matter because they identify vendors competing for county contracts that will affect facilities, public safety equipment and personnel services, and because procurement records and future awards will be posted on the county procurement website once approvals are complete.

Bryce said two solicitations were postponed until Aug. 14: solicitation 25-6915, an RFP for construction-manager-at-risk services for a 911 canopy and stair replacement on behalf of Cobb County Facilities Management; and solicitation 25-6919, an ITB for the county Department of Transportation27s annual asphalt purchase. "We have 4 solicitations to be open today, but first, I'd like to tell you about a few postponements," Bryce said.

Procurement staff recognized vendor responses for four solicitations. For solicitation 25-6912, an RFP for program management, preconstruction and construction management services for a new animal services facility (Cobb County Facilities Management), the vendors announced were Comprehensive Program Services Inc.; Higdon & Herring; and Turner & Townsend Inc. Bryce noted the item is an RFP with multiple qualitative evaluation factors, so procurement staff only read vendor names at the opening.

For solicitation 25-6913, an ITB for entry-signage replacement at various parks (phase 2) on behalf of the Cobb County Parks Department, three bids were recorded and included bid bonds: Signal Signs of Georgia Inc., $176,578; Southern Sign Systems Inc., $153,812.50; and United Signs LLC, $160,000.

For solicitation 25-6917, an RFP for a peer-support clinician for the Department of Public Safety, vendors announced were Frontline Mobile Health PLLC; Nancy Wesselink; O2X Human Performance; and Torn Counseling and Recovery Center LLC. Like the animal services RFP, Bryce said the peer-support clinician RFP includes multiple qualitative factors, so only vendor names were read.

For solicitation 25-6918, an ITB for the annual contract for ballistic body armor on behalf of the Cobb County Police Department, procurement recorded responses from GT Distributors Inc. and Smyrna Police Distributors. Staff did not announce awards or make any contract decisions at the opening.

Bryce said the next regularly scheduled bid opening will be Thursday, July 24, 2025, and reminded viewers that listings of bidding opportunities estimated to exceed $50,000 and preliminary bid results and awards (once approved) are available on the county procurement website at www.cobbcounty.org/procurement-services. No formal votes or award decisions were taken at the July 10 opening; bid amounts and vendor names recorded at the opening will be evaluated or scored according to the solicitations27 terms and any awards will be posted or announced following procurement and executive approval processes.
