ALRB staff reports tracking several state bills, including SB 846 sent to governor

Mikayo Fox, special assistant to the chair, briefed the Agricultural Labor Relations Board on the agency's legislative tracking. Fox said the agency has fewer active bills than in prior sessions but is monitoring several measures that could affect ALRB programs and related state agencies.
Fox reported the bill identified in the staff report as "82 8 8" (described in the report as authored by an Assembly Member McKinner) remains under discussion and that the agency submitted amendments and was awaiting a response. She said AB 552 has become a two-year bill and is remaining in Assembly Appropriations.
Fox described AB 845 (sponsored by an Assembly Member Arangula in the report) as a bill to codify parts of the rural strategic engagement program, particularly in data-sharing and referral systems; the bill was on the Senate Appropriations suspense file after being heard in committee. She said staff continues to work with the author's office on fiscal details for the program after the current budget change proposal funds lapse.
Fox said AB 1109 (described in the report as an organizer-and-representative privilege measure) has been set for an appropriations hearing on the 14th of the month. She said SB 470 had been set for hearing the same day as the ALRB meeting. Fox called out SB 846 (identified in the report as from Senator McNearney) as "the most exciting bill," and said it had been enrolled and presented to the governor as of June 3; according to the report, SB 846 would expand the Labor Commissioner's authority to place liens on agricultural employers beyond a previously limited set of entity types (transcript phrase: "allowing the labor commissioner's office to, put leans on any type of agricultural employer rather than restricted to, limited partnerships").
Fox's remarks were informational; board members asked no substantive procedural questions during the open session on the legislation report.
