The Worcester Historical Commission on June 26 continued consideration of a building demo‑delay waiver and siding replacement at 3 Decatur Street after commissioners learned the front porches had been closed in without permits and that the petitioner needed interpretation help.
Commissioners told the applicant to return at the July 10 meeting with an updated application that includes the enclosed porches and estimates for alternative materials; staff warned that Inspectional Services fines "can be up to $300 a day" for unpermitted work and that a building permit will not be issued until the commission addresses the changes.
At the meeting the applicant, who spoke in limited English and did not give a full name on the record, described paying contractors large sums and seeking a durable, lower‑cost solution. Commissioner Long and staff members explored alternatives including fiber cement (Hardie) siding and keeping wood on the front while using imitation shingles on sides and rear. Kristen (staff member) said the photos shown included evidence of unpermitted porch enclosures and noted the owner will need retroactive approval for that work.
Commissioner Kristen (staff) also said she would contact an interpreter to facilitate a fuller discussion at the next session. The commission voted to continue the item to July 10 and set a constructive grant deadline of July 25. The motion passed with an affirmative vote from Commissioners Santos Restivo, Andre, Northway, Gutierrez Laboti, Thierman and Chair Diane Long.
The commission advised the petitioner to submit quotes for alternative materials and to work with Inspectional Services and commission staff before the rescheduled hearing.
