Town to begin CCTV inspections of older sanitary lines; smoke testing left as possible follow-up

Town staff told the Whiteland Stormwater board that, after notice from the Indiana Department of Environmental Management (IDEM) about infiltration and inflow concerns, they asked Wessler to provide a quote for closed-circuit television (CCTV) inspections during wet weather and for smoke testing of sanitary lines.
"Within the Wessler agreement, we did ask them to provide us with a quote for the CCTV, wet weather event kind of inspections, and then also smoke testing," the MS4 coordinator said. Staff said the plan is to "start with the cameraing of the system, see where that gets us, and if we need to... go to the next step," meaning smoke testing would be considered only after initial CCTV results.
Staff described the approach as a triage: begin with CCTV to identify problem segments and then decide whether smoke testing is warranted. The coordinator said the initial scope would target about 25% per year of lines older than 2017 and previous construction, with the goal of rotating through older lines over multiple years to build a proactive maintenance program rather than reacting to wet-weather events.
No vote or contract award for CCTV or smoke testing was taken at the meeting; staff said they requested a quote from Wessler and will return with pricing and a proposed schedule. The MS4 coordinator noted that the town has previously used smoke testing as part of earlier programs and that communities vary in their use of smoke testing.
