The Worcester License Commission approved an entertainment license for a summer carnival on the practice fields at Worcester Technical High School, contingent on the applicant securing adequate Worcester Police Department details for event safety.
Eugene Dean of Fiesta Shows told the commission the carnival will use the school's practice fields and parking lot and expects 500 to 800 people on-site at peak times. Dean said portable toilets and private security will be provided, and that the event will enforce a minor policy requiring anyone under 18 to be accompanied by an adult.
City licensing staff and Sergeant Thomas Needham recommended coordinating with the police department for a minimum detail. Needham said the department may require "at a minimum, 6 to 8 man detail, maybe even an 8 to 10 man detail," particularly to cover the aftermath of large events. The commission approved the license "subject to the applicant obtaining the necessary police details in order to provide safety protection for the event." The motion was adopted unanimously.
The commission noted the license will be uploaded to the Massachusetts Alcoholic Beverages Control Commission (ABCC) website if a liquor license is involved; ABCC staff will assign an investigator and inspections typically take four to six weeks. The commission also reminded the applicant that it is their responsibility to obtain all final local inspections, including health and fire, before opening.
The approval allows the carnival to proceed if the applicant provides evidence of the required police detail and any inspection clearances prior to the scheduled event dates.
