City Council adopts FY26 operating budget; amends free-cash appropriation downward after Keith Tech and software debate

Councilor King read the formal omnibus order, which included a total appropriation request for municipal operations and a $150,000 appropriation to the Framingham Economic Development Corporation. The order also recorded transfers and enterprise fund appropriations and authorized classification and compensation schedules for FY26.
Why it mattered tonight: Councilors spent significant time discussing how much of the budget to fund from free cash versus other sources, and whether the Keefe/Keith Tech feasibility and potential bond request should alter the free-cash appropriation. Councilor Ward moved — and the council adopted — an amendment to reduce the free-cash appropriation after councilors learned Keith Tech had reallocated $400,000 into a feasibility account and was seeking up to $800,000 for a feasibility/bonding package.
Keith Tech update: John Evans, superintendent of Keith Tech, told the council his committee transferred $400,000 from an FY25 surplus into a feasibility account and said the total they are seeking is $800,000. "We now have $400,000 in a feasibility account. The total amount we're looking for is $800,000 which is $200,000 more," Evans said. He and committee members said they would not act on additional bonding until they saw what happened at the council meeting.
Vote and notable points: The amended omnibus motion passed with a roll call that the clerk recorded as 10 in favor and 1 opposed (Councilor Cannon voted no). The adopted order contained detailed appropriation totals read into the record by the chair; councilors also asked the administration to send a letter to Keith Tech documenting the council’s position on bonding and anticipated funding adjustments.
What this does not do: The vote commits the council’s appropriations for FY26 as read; it does not finalize any future bond authorization. If Keith Tech moves forward with bonding, the council and administration discussed how that could reduce the free-cash need in subsequent budget recaps.
