Applicant Danny Northcutt was sworn and told the board he has 25 years in the hospitality business and holds an ABC license. Northcutt said Legends is a steakhouse with a full bar and that its cash‑register software requires birthdate entry for all beer sales.
Board staff told Northcutt the prorated privilege tax/permit fee is $49.98; staff said the permit would be available for pickup at City Hall after about 10 a.m. the following day. Northcutt confirmed he is the property owner and said hours of operation will be 11 a.m. to 10 p.m., with slightly later weekend hours.
The board ran through standard questions required by its ordinance and vendor rules, including whether the applicant had reviewed the rules and ordinance, whether he had prior beer permits, and how the business would prevent underage sales. Northcutt answered that he had prior permits elsewhere and that staff training and point‑of‑sale controls are in place.
With no public objections and required paperwork presented, the board moved and approved the permit. Staff instructed Northcutt on payment and pickup procedures and reminded him that employees, as well as the permit holder, are subject to the city rules for alcohol sales.
