The Chicopee City Council approved a measure enabling the installation and operation of a school bus violation detection monitoring system to detect and document motorists who fail to stop for school buses.

The ordinance motion cites Massachusetts General Laws, including chapter 40, section 71 (enabling municipalities to adopt automated enforcement programs) and sections 14 and 14C of chapter 90 (motor vehicle stopping requirements for school buses). The motion directs that any system be limited to monitoring and detecting motorists who fail to stop for school buses.

Councilors and supporters described the program as overdue and likely to improve safety for children. Councilor Balakir said he was “really in favor of this” and hoped it would give the city “some teeth” to deter violations. Councilor Costello thanked the mayor’s office and police department leadership, including Captain Lambert, for work on the initiative and said “this is gonna keep the city safe, especially our children.”

The council received a favorable public-safety committee report and approved the enabling order by roll call, recorded as unanimous support (12 yes votes). Next steps include drafting specific implementation rules, vendor selection or pilot design, and establishing signage and public notice consistent with state requirements.
