Resident says recent water-line project left road and culverts damaged; Public Works to review complaints

A San Mateo property owner, Louis Loisel, addressed the Board of County Commissioners during public comment on July 8 to complain that finishing work after a recent water-line installation along San Mateo Road and Sportsman Drive was incomplete and left erosion, washouts and damaged culvert concrete.

"The length of San Mateo Road from Sportsman Road to Horse Landing Road was tore up quite badly by the excavation," Loisel said, and he provided photographs he said documented missing concrete around culvert pipes, erosion, and a mailbox displaced during construction. He said he raised the issue with the contractor (DB Construction) and Public Works staff but felt his complaints had not been addressed. "I feel like they're not willing to fix it or admit there's a problem," Loisel said.

Loisel told commissioners he and several neighbors signed a letter asking the county to require repairs. He asked the county to inspect and complete final grading, seeding and concrete repairs where the contractor's work had damaged culverts and driveways.

The chair asked staff to review Loisel's documented photos and correspondence and to follow up. "We'll look at the opportunity to look at this information. Talk to staff and roll forward from there," a commissioner said. Public Works indicated it would examine the submitted material and consult with contractor records and contract requirements for final inspection and restoration.

No formal determination or remedial action was made at the meeting; staff said they would follow up with the property owner and review contract compliance and final-inspection records.
