Committee reorders 2025 pavement program, adds North Grandview and prioritizes North Maple Avenue

On July 9 the Improvement and Services Committee approved substitutions to the 2025 pavement capital-improvement program after the Department of Public Works reported utility failures identified during sewer televising.

Director of Public Works told the committee sewer camera work found utilities near failure on Oak and Hazel Streets; staff substituted a set of streets so the program could address high-priority sanitary and storm needs while maintaining planned footage and budget. The department said the pavement footage and overall spending would remain roughly equivalent after substitutions, with a slightly lower pavement portion in the swap.

Staff also described a pilot infiltration/inflow (I&I) program in which the city will replace sanitary laterals at city expense if residents consent; staff said the program reduces inflow into the sanitary system and yields long-term savings. The director said the Oak Street work pairs with that I&I effort.

Committee members raised notice concerns for residents who had expected their streets to be done this year; staff said the city sends letters for resurfacing projects but not typically for reconstruction. The director offered to send letters explaining the changes if the committee wished.

The committee voted to add North Grandview Road (Currier Road North to Humboldt) to the 2025 pavement replacement program; staff described the Grandview work as pulverizing, grading and repaving roughly 3,900 feet. The committee also voted to add North Maple Avenue (Walnut to Kellogg) as a priority for next year after members said residents had been told work would occur earlier and the project had preliminary design progress.
