The Improvement and Services Committee approved a developer agreement with Bay Settlement Investments LLC on July 9 to finish the third phase of the Leighton Heights (Eaton Heights third addition) subdivision.
Staff said the parcel accessed from Spartan Road completes a previously planned U-shaped loop; the developer is completing the remaining infrastructure for about 15–16 lots. The homes will be market-rate, full-size residences, staff said.
Committee members confirmed the packet uses the city’s standard developer-agreement template, which covers installation of pavement and public utilities. The motion to approve carried on a voice vote.
Staff noted the agreement is procedural: once utilities and pavement are installed and inspected, the city will accept dedication of public streets and utilities.
