The Coppell City Council on Tuesday approved a revision to the Victory Coppell planned development that will add a five‑story TownePlace Suites hotel with 131 rooms and revise the configuration and size of an adjacent retail lot.
The action, approved unanimously following a public hearing, modifies the concept plan for Lots 6R and 7R in PD301R6‑HC and authorizes a detailed plan for Lot 7R2 to accommodate a 76,346‑square‑foot hotel on about 2.46 acres.
Mary Perron Boswell, a city staff member who presented the item, said Lot 6R2 will be reduced from roughly 1.89 acres to about 0.88 acres and that its building area would shrink from the previously approved 13,800 square feet to a smaller retail footprint that will require replatting and administrative detailed‑plan approval. She said Lot 7R2 would increase to about 2.46 acres and host the 131‑room, 5‑story TownePlace Suites, noting amenities such as a lobby, meeting space, an outdoor pool and a small in‑room cooktop, refrigerator and microwave.
The hotel application requests a variance from the city’s standard parking requirement. The plan shows 132 spaces for the TownePlace Suites where 146 spaces were required by the parking formula (one space per room plus one per 100 square feet of meeting space). The applicant cited anticipated airport passengers, ride‑share use and a complimentary shuttle service — two Marriott‑branded vans — as reasons the property can operate with fewer on‑site spaces. The Planning and Zoning Commission recommended approval and added a condition requiring shuttle service to DFW Airport and surrounding businesses.
Applicant representative Haran Desai described the brand designation and market intent: “From a brand from an SDR rating, it is categorized as an extended stay product because SDR ranks them in different categories based on, basically, travelers.” Council members asked about parking and the shuttle; Council member Walker said he was “really excited about the Victory development” and called the full project “a game changer down there on South Beltline.”
The project includes an enhanced linear park and landscaping consistent with the previously approved concept plan. Staff noted the hotel’s exterior materials will match the approved concept (gray brick, beige stucco and fiberboard accents) and that signage shown in renderings is conceptual and must meet city sign standards at permitting. The packet materials show the applicant will install the linear park as part of the first construction phase and will tie the path to adjacent properties.
The council’s approval was a single motion to close the public hearing and approve the PD conditions, moved by Council member Prem Kumar and seconded by Council member Matthew Hill. The motion passed with Walker, Nevills, Prem Kumar and Matthew Hill voting in favor and no opposing votes.
The approval requires replatting and final engineering review before permits are issued and carries several conditions from the Planning and Zoning Commission, including: potential additional engineering comments, council approval for any changes in building materials inconsistent with the concept plan, compliance with city sign rules, adherence to the revised parking count (132 spaces) and that any changes to in‑room kitchen amenities return to council for approval.
Construction was described by the applicant as likely to begin later in 2025 with an estimated 18‑month build timeline and an anticipated opening in 2027, subject to permitting and design.
