Board of Public Works recommends council approval of development agreement for DIL Partners sewer extension

At its June 16 meeting, the Board of Public Works voted unanimously to recommend the Common Council approve a development agreement enabling DIL Partners LLC to install public sanitary sewer and related public improvements at 16230 West Beloit Road in New Berlin.

The recommendation covers a sewer extension intended to serve a new industrial building on the property, which staff described as roughly 84,400–85,400 square feet as discussed at the meeting. Planning staff noted the project was approved by the Planning Commission on June 2, 2025; the Board’s action was limited to recommending the development agreement to the Common Council for final approval.

Tammy, a city staff member presenting the item, said the project requires extending the sanitary sewer “to the furthest extents of their property” so utilities will be available to the adjoining commercially zoned parcel when it develops. Staff described the public portion of work as roughly 362 linear feet of sanitary sewer, two new manholes, and landscape restoration; the proposed alignment would tap the existing manhole and extend parallel to West Beloit Road. Tammy also said the new building will share an entry drive and a stormwater pond with the neighboring Spincraft property.

Dave Merrick of the Luther Group appeared on behalf of the applicant, DIL Partners LLC. No substantive objections were recorded during the Board discussion; a board member described the proposal as straightforward and the motion to recommend the agreement passed unanimously.

The Board’s recommendation will be forwarded to the Common Council for final consideration. If the council approves the development agreement, the sanitary sewer extension and related public improvements would be constructed as described in the development documents on file with city staff.
