Wauwatosa — The Government Affairs Committee on June 3 recommended approval of a new alcohol license application from Tobal Chocolate LLC, a bean-to-bar chocolate maker in the village that told the committee it plans to expand operations and sell beer and liquor on site.
City staff described the application as an expansion of an existing business and said the file is pending a police department review and that the applicant must meet certificate-of-insurance requirements before the full Common Council considers final approval. "This is an existing business looking to expand their operations to include alcohol sales," staff told the committee, and staff "do recommend approval" pending the police review.
Dan Beazer, identified as the owner and founder, described his business’s production process and local focus, saying, "we make chocolate from the cacao bean" and describing the company’s intent to partner with local breweries and wine and liquor providers. Beazer described bean-to-bar chocolate-making as a multistep craft process and said the business has been in the village about eight years. He told the committee the business plans to expand production space and to host tours and on-site events.
An agent on the application, Madison Bull, identified herself to the committee and confirmed the application materials were on file. Committee members voiced support and asked about expansion plans; no department raised objections on the record at the meeting. A motion to approve the application passed on a voice vote before the committee.
Staff noted in the meeting packet that the premises description is now being included with applications and that applicants should pay attention because the premises description cannot be changed after city approval. The committee approved the license application and forwarded it to the Common Council with the expectation that the outstanding police review and required insurance documentation will be filed before the Council meeting.
