The Torrington City Council authorized the mayor to award, execute and administer a contract to Ponty's Construction LLC of North Windham for the Route 202 East Main Street sidewalk phase 2 project in the amount of $523,761, and allowed $52,376.10 for contingencies and quantity fluctuation. The award is conditional on receipt of authorization from the Connecticut Department of Transportation and the State Office of Policy and Management, and the project is funded by the state Responsible Growth and Transit-Oriented Development planning grant program.
City Engineer Paul Cousins described the project limits: "Phase 2 of the sidewalk project goes from Torringford West to Greenridge," and he said the work will be all on the south side of the road, complementing phase 1 on the north side. Paul said a small stretch between the Torringford Volunteer Fire Department property and a private parcel near the former Applebee's/Sunoco could not be completed because of right-of-way and easement issues.
Councilors pressed on timing because the Connecticut Department of Transportation district plans to mill and pave the remainder of Route 202 from Fern to the town line this fall. Paul said the city is seeking DOT award letters now so work can proceed this year: "As soon as DOT issues the award letter, then we start and, yeah, hopefully, have it done before the end of the year." He added that curbing and sidewalks will be granite curbing and concrete.
The council discussed property access and matching the finished work to phase 1. Paul confirmed the contract is with a different contractor than phase 1 but will match materials and appearance. The council also heard that a short segment near a Sunoco parcel was left out after negotiations on easement access failed; staff said alternative pedestrian routes exist nearby.
The motion passed on a voice vote with no recorded opposition. The award remains conditional on DOT and OPM authorization before the city issues the notice to proceed.
