Portsmouth council accepts multiple grants for housing, food, stormwater and safety programs

Portsmouth City Council on Tuesday adopted several ordinances accepting outside grant funding and making appropriations in the fiscal 2025–2026 budgets.
Council approved acceptance of HOME Investment Partnerships Program American Rescue Plan Act funds for supportive services and other eligible activities; the transcript record lists the amount accepted as 1,727. The council also accepted a $20,000 gift from the Beasley Foundation for the Fire/Rescue Department’s pediatric prehospital care program.
The council approved acceptance of $444,374.93 in reimbursements under the U.S. Department of Agriculture’s Child and Adult Care Food Program to reimburse the city for meal provision. The body also accepted a Virginia Department of Environmental Quality Stormwater Local Assistance Fund grant of $933,652 for the Green Lakes 3 retrofit project in the FY2025 capital improvement budget.
Finally, council accepted $1,067,316 from the Virginia Department of Criminal Justice Services to reimburse the Portsmouth Sheriff’s Office for salaries and benefits related to school resource officers; the ordinance text records funding for “11 4 times school resource officers” in the transcript and the Planning/Finance documents should be consulted for exact staffing counts.
All of the ordinances were adopted by unanimous recorded votes (7-0) at the meeting. Council took no additional policy action tied to the grants beyond the appropriations; implementation and oversight of the funded programs were assigned to the relevant departments in their usual budgets and reporting channels.
