Jackson County approves land swap with Chipola Nurseries and temporarily closes Old Pousser Road

Jackson County commissioners on Tuesday approved a land swap with Chipola Nurseries and authorized a temporary closure of a portion of Old Pousser Road to allow rerouting and construction tied to a new City of Marianna street project.
The action, approved after presentation by county counsel and staff, authorizes the chairman to sign a quick‑claim deed transferring the county’s right‑of‑way along the western end of Pousser Road to Chipola Nurseries and establishes a new route for Pousser Road that will intersect Charlie’s Way. The commission also approved a temporary road‑closure agreement to block through traffic while the relocation and construction take place.
County attorney/representative Clay Milton described the project’s purpose during the meeting. “The city of Marianna is constructing what is going to be known as Charlie’s Way,” Milton said, and Florida Department of Transportation requirements meant “they do not want Pousser Road, Charlie’s Way, and the Conswell Highway all intersecting at one location.” He explained the swap would allow Pousser Road to be rerouted across Chipola Nurseries’ property and then intersect Charlie’s Way.
County Administrator Jim Dean and other staff supplied surveys and legal descriptions that commissioners attached to the land‑swap package. Milton said the deed to Chipola Nurseries would be a statutory quick‑claim deed with no county warranties of title; the county will convey only the right‑of‑way it owns and cause the property appraiser to create a separate parcel ID for future development purposes.
Commissioners discussed timing. Milton said the city is mobilizing on Charlie’s Way and expected to begin work imminently; county construction of the rerouted Pousser Road will follow on the county’s schedule. Staff recommended temporary signage and closure of the existing segment “until the county can construct Pousser Road” across the nursery property.
The commission moved and approved both the resolution authorizing the land swap and the temporary road‑closure agreement. Staff said they would coordinate with the chairman on signing the recorded documents and implement the road closure signage during construction.
The actions do not authorize the county to perform commercial development on the nursery property; Milton emphasized the project is a property exchange to facilitate the new roadway alignment and DOT signal requirements.
