Osborne connector moves forward; summer facilities work continues across district

Facilities staff told the Manassas City School Board that construction is underway on a covered connector at Osborne High School and that multiple summer maintenance projects are in progress across the division.
Facilities presenter reported the Osborne connector originated in a 2022 capital plan to improve campus safety and the connection between the main building and the Johnson Learning Center. The board had budgeted $3.2 million for the project; the final approved construction budget after bids, including a contingency allowance, is $3,032,000. Architect RRMM and general contractor RJ Crowley are on the project; site mobilization began in May and demolition and footer pours are complete.
The presenter said the project schedule calls for substantial completion in November 2025 and final completion in December 2025. "This project is on time and is on budget," facilities staff said (a board member later clarified the project is on time and under budget given the lower bid numbers).
Facilities staff also updated the board on other summer work: a phase-two roof replacement at Osborne High; restroom refresh at Metz Bridal School (CTE wing); hallway flooring replacement at Hayden Elementary and new window installations and roller shades at Round (completed during winter break with final roller-shade work this summer). The district is upgrading security cameras at Hayden Elementary with grant funding from the Virginia Department of Education (VDOE) totaling $250,000; the district provided the required 25% local match.
Board members acknowledged the projects as investments in student safety and facility modernization. Staff committed to minimizing classroom disruptions by scheduling major work during breaks and reported coordination with school principals for phased occupancy of renovated spaces.
