The Harrison Central School District Board of Education on July 8, 2025 held its annual reorganization meeting, swearing in trustees-elect Samantha Jaburga and Gabrielle Elfind, electing Kelly Kozak as board president and Kelly Molloy Mangan as vice president, and approving annual appointments including the district clerk and the district treasurer (to be sworn in later).
The reorganization meeting establishes the board’s officers and annual appointments required for district operations. Board members completed the required oaths of office and approved routine appointments and consent items by voice vote.
Trustees-elect Samantha Jaburga and Gabrielle Elfind each took the oath of office administered at the meeting. Samantha Jaburga thanked the community for support and said she was motivated by the district’s emphasis that “all means all,” adding that “every child in every classroom deserves to be feel seen, supported, and empowered to reach his full potential.”
Kelly Kozak was nominated and appointed board president; Kelly Molloy Mangan was nominated and appointed vice president. Michelle DeCarla was appointed district clerk and took the oath of office. The board also voted to appoint the district treasurer; the treasurer and deputy treasurer will be sworn in at the district office on a later date, the board said.
The board approved a series of routine annual appointments and approvals by unanimous voice votes, including special-education appointments, stipends tied to appointed positions, bonding and personnel authorizations, administrative and finance-and-facilities consent items. There were no public comments during the meeting’s public-participation period.
After completing the business portion of the evening, the board recessed into executive session to discuss a CSC (Civil Service Commission) matter and personnel issues and later reconvened. The board set its next regular business meeting for Aug. 13, 2025 at 7 p.m. at Lewis M. Klein Middle School.
