County staff: animal-shelter expansion is proceeding; engineering funded, construction shifted to FY27

The timeline makes construction in FY27 more feasible, she said.
On euthanasia and capacity, staff said Louisa County had not euthanized animals for space since at least 2014, citing transfer partnerships with other organizations that accept dogs and puppies. Staff encouraged residents interested in adoption, fostering or volunteering to contact the shelter and noted the county's new off-leash dog parks at the shelter site.
Board members said the shift had been discussed in public budget workshops earlier in the year and reiterated that the project was not canceled. The staff member and supervisors urged residents to volunteer or foster to ease capacity constraints.
Next steps: Staff will continue engineering and design work and pursue construction funding and scheduling for FY27; the county will report on engineering procurement and any budget adjustments as the project moves forward.
