Tumwater staff told the General Government Committee on July 9 that a previously discussed Black Lake-Belmar Southwest annexation application actually included a second parcel that was omitted because of a staff filing error, and the committee voted to place the corrected item on the July 15 city council consent agenda.
Why it matters: The change corrects the annexation boundary to match the applicant's submitted materials and moves both annexation items forward in the council process. One annexation will proceed through the council consent calendar; the other needs a council resolution to set a public hearing and later review by the Thurston County Boundary Review Board.
Black Lake-Belmar Southwest parcel addition
Brad, a Tumwater staff member, said he had left out a parcel from the Black Lake-Belmar annexation materials and asked the committee to accept the modified proposal so the annexation boundary would include the second, roughly 1-acre parcel immediately west of the originally discussed site. Brad asked that the committee place the updated proposal on the July 15 city council consent agenda for consideration.
A motion to place the corrected Black Lake-Belmar Southwest annexation on the July 15 council consent agenda was moved by Council member Dahlhoff and seconded by Council member Kathy. The committee voted unanimously to place the item on the consent calendar.
Third Avenue Southwest and Case Road annexation petitions
Brad said the council previously authorized processing of two petitions for Third Avenue SW and Case Road (10% and 60% petitions). Staff completed a county-assessor verification of petition signatures and recommended the council set a public hearing on the proposed annexation. The staff request was that the committee place Resolution R2025-011 on the Aug. 19 city council agenda to allow the council to conduct the public hearing necessary to continue the annexation process.
Council member Kathy moved and Council member Dahlhoff seconded placing Resolution R2025-011 on the Aug. 19 council agenda. The motion passed unanimously. Brad explained that, if the council votes to proceed after the public hearing, staff would submit the annexation applications to the Boundary Review Board for review; if the Boundary Review Board approves the annexation, the council would return with an ordinance to complete the city action.
