The Roswell Independent Schools Board approved temporary fiscal year 2026 collective bargaining agreements and salary schedules for two employee groups at its July 8 meeting.
District staff asked the board to approve a temporary collective bargaining agreement and salary schedule reached with the Communications Workers of America (CWA); Board Member Kyla Sanchez moved to approve and the motion was seconded by Board Member Mr. French. The board recorded the motion as carried by voice vote. Don Driscoll, CWA-affiliated representative who addressed the board during public comment, told trustees the union membership had ratified the agreement and asked the board to “do the same.”
The board then approved a separate temporary agreement and salary schedule identified in the meeting materials as the fiscal year 26 REA package. District presenters praised the bargaining teams. "There's truly a labor of love by both parties," the district representative said about the negotiations.
Why it matters: the temporary agreements set pay and other terms that affect school-year budgets, staffing and payroll processing. Board members said they were pleased the district and unions reached agreements ahead of the 2025–26 school year.
What happened next: both items were presented as action items that passed in single motions; the meeting transcript records the motions, the identifying makers and seconders, and the board pronouncing each motion carried by aye voice vote. The board did not record a roll-call tally in the public transcript for those specific motions.
What the district said it will do next: staff indicated the district will implement the schedule and continue to work with union representatives on final details for payroll and staff notifications. The agreements were submitted to the board as recommended approvals rather than returned to committee.
