County highway department approves three small construction lettings and multiple ongoing road projects

The McLean County Land Use and Transportation Committee approved multiple highway resolutions Tuesday, advancing two formally advertised project lettings and a joint culvert replacement petition.
The committee approved a resolution for projects advertised in the June 24, 2025 letting and another for the June 30, 2025 letting. Member Fagan moved the June 24 resolution and Member Reeves seconded; the motion passed. Member Reeves moved and Member Loeffler seconded the June 30 resolution; that motion also passed.
The committee also approved a 50/50 joint culvert replacement petition for a collapsed culvert in Aerosmith Township (petition titled “joint culvert replacement number 1”), with Member Duffy moving and Member Reeves seconding the motion; the vote was unanimous.
What was authorized: County highway staff described the June 24 letting projects as a Rop Road latex overlay (hydroblast and 3-inch overlay on a bridge deck) with Stark Excavating as low bidder, and multiple skip-patching locations to be performed by McLean County Asphalt. The June 30 letting includes a bridge replacement in West Township: timber-planked abutments will be replaced with 38-foot metal sheet piles and a cap; costs were described as higher due to crane requirements for driving longer piles. The joint culvert replacement in Aerosmith Township qualified for a 50/50 township-county split using township motor fuel tax funds and county bridge funds.
Committee received project updates: Highway Department staff (Jerry Stokes) reported construction progress on the Golden Bridge near Lexington (deck poured; roadwork and ditches in progress; scheduled completion Aug. 15), PJ Keller resurfacing and shoulder work (including safety shoulders on a two-mile section), and a two-mile final surface lift on Stringtown Road. Staff also presented work performed by county crews: installation of an aluminum box culvert in Anchor Township, a planned box culvert in Chaney’s Grove Township, and a reconstructed section of Hudson Secor Road with oversized rock, underdrains and a planned oil-and-chip surface.
Why it matters: The approved resolutions allow contracting and scheduling to proceed on projects intended to address structurally deficient elements, improve local roadway safety and replace failing culverts. Several projects are funded as cost‑shares with townships or from county bridge funds.
Votes and motions recorded: The meeting record shows the motions and seconds for each letting and the culvert petition; all three items passed by voice vote. No additional county highway spending beyond the advertised lettings was approved at the meeting.
Next steps: Contracts will be awarded to the low bidders and construction scheduling will proceed. Staff reported estimated completion dates for selected projects (Golden Bridge completion Aug. 15; road resurfacing continuing through late summer).
