Board packet recommends $302,096 sidewalk contract to improve walkability on four streets

The city’s 2025 sidewalk project, which targets repairs, ADA ramp installation and gap closures on West Belding, Prospect Avenue, Emery Street and Hobson Avenue, is recommended for award to Western Millwright Commercial Construction Company Inc. at a low bid of $302,096.10, assistant city engineer Michael Hill told the board on July 8.
Hill said the contract will remove trip hazards, add Americans with Disabilities Act–compliant ramps, and create a dedicated parking area to prevent cars from blocking sidewalks. Four bids were received and tabulated; Western Millwright submitted the lowest responsive bid and no protests were filed. Hill said the project was part of the 2025 budget and that six of nine census base stations for the metering system have already been replaced (related item discussed separately in the packet).
Board members asked about sidewalk gaps in other neighborhoods, particularly near schools and bus stops; staff said they maintain a prioritized list, are preparing a 2026 sidewalk project, and plan to use leftover 2025 money (about $183,000 per staff) to add change orders to address nearby gaps where feasible. Staff cautioned that some sidewalk additions are limited by right-of-way and that the Our Roads Now Fund supports repairs but not building new sidewalks in all cases.
Staff recommended awarding the contract; the formal award will be considered by the board on July 15.
