Hot Springs to submit FY2025 CDBG annual action plan after advisory committee prioritization

City staff reported a final HUD allocation of $419,586 for Hot Springs' FY2025 Community Development Block Grant entitlement, and said the Community Development Advisory Committee recommended funding projects 1–11 and will release the annual action plan for 30 days of public comment ending Aug. 10 before submission to HUD by Aug. 16.
City Planning and Development Director Kathy Selman told the board the City of Hot Springs will submit its FY2025 Community Development Block Grant (CDBG) annual action plan to HUD following advisory committee and board direction.
Selman said Hot Springs, an entitlement community since 2003, received a FY2025 CDBG allocation of $419,586. The Community Development Advisory Committee (CDAC) had previously reviewed applications totaling approximately $939,055 and recommended a prioritized list. With the confirmed allocation, Selman said CDAC plans to recommend funding projects numbered 1–11 at their previously recommended levels and add the remaining $92 to planning and administration. The board adopted a prior resolution (No. 10,630) directing CDAC to present an annual action plan within 60 days of HUD’s allocation announcement.
Selman said the annual action plan is a detailed document meeting HUD requirements and will be available for a 30-day public comment period that will close Aug. 10; staff intends to file the CDBG application by Aug. 16. Selman noted program caps on certain expenditures (e.g., public services and administration) and said CDAC will meet July 10 to finalize the annual action plan prior to public notice.
Staff recommended the board authorize submission of the annual action plan and application; formal board action is scheduled for July 15.
