City awards $13.18 million contract for Lower Gulf Of gravity sewer phases 2–4

City staff recommended awarding a $13,183,721 construction contract to Belt Construction Inc. for phases 2, 3 and 4 (schedule 2) of the Lower Gulf Of gravity sewer interceptor project, the board packet shows.
Assistant project manager Joey Stadler presented the item to the Board of Directors and said the work begins at the north end of Lower Gulf Of Phase 1 (behind Lakeside School) and follows Gulf Of Creek north to Burnell Street. The project comprises roughly 9,300 linear feet of 36-inch pipe and 4,600 linear feet of 30-inch fiberglass-reinforced pipe, as designed by RJN Group. Stadler noted the award was the result of two bids received; Belt Construction was the lowest responsive bidder and no protests were filed.
Stadler told the board the engineer's original estimate was $15.77 million (later adjusted to roughly $17.0 million), and that the successful bid of about $13.18 million is approximately $2.5 million below the original estimate. He also credited city coordination with the state Department of Transportation for allowing some open-cut work in lieu of bore, which he said saved roughly $1 million. The contract period for the three phases is 600 calendar days.
The project is to be funded by previously approved 2025 wastewater bonds; staff recommended awarding the contract. The agenda meeting recorded staff recommendation; the formal award is scheduled for the July 15 board meeting.
