Council adopts ordinance to create nonreverting IT fund for services to other county units

County attorney staff presented the ordinance as a joint action needed because the fund is a home-rule budget instrument affecting both council and commissioners. The ordinance text directs the auditor to deposit payments made to Adams County government by other county entities and taxing units for IT services into fund 40-16 and specifies that those funds will be used exclusively by the Adams County IT department under ordinary appropriation procedures.
Supporters said the change will give the IT department clearer revenue tracking for services provided to municipalities, fire districts and other local units and will allow the department to retain interest earned on the fund. Councilors approved the ordinance by voice vote; commissioners were scheduled to consider the same ordinance in their concurrent agenda.
