Brownfields update: Green Bay reports progress on EPA assessment and cleanup grants

Staff reported the EPA community assessment grant ($500,000) has supported 13 assessments along the Fox and East River corridors and other locations; about 69% of that grant had been expended at the time of the update and staff said they will seek a new assessment grant when the next EPA round opens because remaining funds will not cover all planned work. The cleanup grant (approximately $1,000,000) will support demolition and remediation at the Badger Sheet Metal site; staff anticipate demolition and remediation work to begin in the coming weeks and noted a public comment period for the cleanup alternative is open.
The revolving loan fund ($800,000 award) has not yet issued loans but staff said they expect the fund to support developers’ cleanup costs for the Badger Sheet Metal redevelopment. Staff also provided a project list and expense detail in meeting materials and noted Brownfields conference attendance and upcoming technical assistance activities.
Why this matters Staff said the assessment grant work seals the pipeline for future redevelopment by identifying environmental conditions and bringing sites to shovel‑ready status. The Badger Sheet Metal remediation is a prerequisite for eventual redevelopment of the shipyard/Broadway corridor parcels and is tied to the previously discussed ground lease option that allows a developer to proceed with site control while the city retains title until EPA closeout.

Next steps Staff said they will continue to submit invoices for assessment work, pursue another EPA assessment grant when available, proceed with the cleanup public comment process and expect to use revolving loan funds to support developer cleanup activity where eligible.
