Council awards design contract for Silvercrest Drive reconstruction; city to coordinate with water district

The City Council on July 8 authorized the city manager to execute a professional-services agreement with Somaz (selected consultant) for Phase 1 design of the Silvercrest Drive reconstruction project in an amount of $300,431.02, inclusive of taxes and subject to city-attorney concurrence.
Staff said Silvercrest Drive and adjacent streets were slated for paving and upgrades; the Silverlake Water Storage District is planning a major pipe replacement in 2027 that would affect the roadway. City staff recommended coordinating construction so the two efforts can be combined to reduce total disruption and cost.
Phase 1 will produce 10-percent alternative analysis and a 30-percent design submittal along with supplemental survey and geotechnical work; Phase 2 (final design and bid support) will follow later and was budgeted separately. The city has a $4,150,000 appropriation in the road-improvement fund for the Silvercrest project in the 2025-2030 CIP; Phase 1 design funding of $300,431 fits within that allocation.
Councilors noted the timing advantage of coordinating with the water-district pipeline work. A motion to authorize the agreement passed 6-0.
