Consultant presents Parks and Recreation master plan update; engagement and inventory work underway

SCJ project manager Jen Bridal briefed the Liberty Lake Parks and Arts Commission on July 7, 2025 about progress on the parks and recreation master-plan update, outlining completed tasks, ongoing engagement and next steps.
Bridal said the project team has completed an initial community-context report and is conducting park site inventories and condition assessments. Engagement has included a kickoff on May 22, several pop-up events at Pavilion Park and a July 4 booth; the survey had nearly 200 responses at the time of the July 7 meeting. Bridal noted additional pop-ups are scheduled through July and August.
The consultant described a forthcoming level-of-service review that will compare Liberty Lake to 10 peer communities and National Recreation and Park Association recommendations. The plan will include an inventory map of public art, condition ratings for park amenities, and park-by-park profiles containing replacement schedules and notes on maintenance needs. Bridal said the team is drafting a policy-framework matrix to reconcile existing arts and parks goals with recommendations.
Commissioners asked about public-art survey responses and Bridal said the kickoff results were a small sample but that the project’s broader survey includes art-specific questions. Bridal agreed to return with maps, condition-assessment sheets and the level-of-service analysis for the commission to review.
