Commissioners approve repairs and contracts for Carroll County recreation facilities

Carroll County commissioners on July 8 approved two recreation department contracts: a not-to-exceed $35,000 engagement to assess and repair sports-complex light poles and a contract to reroof two concession buildings with a total not-to-exceed payment of $25,000 if additional plywood is required.

Recreation Director Thad Ferguson told the board the county’s electrical consultant Southern A&E had recommended manufacturer StressCreek assess the poles after noting wear. “So we are asking to partner with Stress Creek, for roughly $35,000,” Ferguson said, describing the estimate to assess and repair any issues so future bidders can rely on pole condition.

After commissioners discussed the need for an amount “not to exceed” the estimate and confirmed chairman-level authority to handle modest overruns, the board approved a motion to proceed with the StressCreek assessment and repairs by a recorded unanimous vote, 7-0.

Ferguson also presented bids to replace roofs on two concession buildings that appear to be original to the late-1990s complex. The board approved RE Contracting as the low bidder at $21,150, with an authorization to cover additional plywood costs so the total does not exceed $25,000. Ferguson said the contract includes three sheets of OSB per building, a 10-year workmanship warranty and a 50-year GAF limited warranty.

Commissioners asked staff to confirm contractor insurance and workers’ compensation as standard contract requirements. The board approved the roofing contract by unanimous vote, 7-0.

The approvals authorize staff to execute the contracts and proceed with pole assessments, any needed repairs, and reroofing work; county staff will handle standard contracting checks including insurance verification and performance warranties.
