Council reappoints city prosecutors, lobbyist and various board members; Robert Rooney named to Fire & Police board

At the June 16 meeting the Saint Charles City Council approved multiple routine reappointments and a handful of new appointments to city boards and contract roles.
The council reappointed O'Neil LLC of Geneva, Illinois, as prosecuting attorney for the city and reappointed Anne Marie Lamparello of Lamp Law LLC as Administrative Hearing Prosecutor for fiscal years 2025–26. The council also approved the reappointment of lobbyist John Milner of John Milner & Associates; during discussion the contract was described as a rolling month-to-month contract and the annual amount referenced was $24,000 per year (about $2,000 per month). Council members noted Milner provides regular updates from Springfield and will appear for council briefings if requested.
Separately, council approved the appointment of Robert Rooney to the Board of Fire and Police with a term expiring April 30, 2028. The council also approved annual reappointments to city boards and commissions; the mayor said the appointments were made after consulting committee chairs and reviewing attendance and contributions.
Votes on these items were recorded by roll call and motions passed. City Administrator Heather Maguire and others recommended reappointments and noted prior service records and references used in vetting.
