The Planning and Zoning Commission voted 5-0 July 7 to recommend City Council approve two petitions (16‑25 and 17‑25) that would amend the PORI (Planned Office Research Industrial) zoning and permit a trucking service, truck repair shop and commercial operations yard at 2563–2565 Mason Road.
The petitions would allow Northern Builders Inc., on behalf of property owners Fox River West Venture LLC and Fox River West 3 LLC, to construct a roughly 105,170‑square‑foot light‑industrial building to serve E & O Solutions, a trucking company planning to move from Tollgate Road. The proposal includes about 250 passenger parking spaces and 336 spaces for semi‑trucks and trailers, an approximately 21,000‑square‑foot office wing, an 80,000‑square‑foot maintenance shop, and an eight‑foot privacy fence enclosing the truck yard.
A city staff member told commissioners the site is a vacant 20.4‑acre parcel on the south side of Mason Road just west of Randall Road and I‑90, zoned PORI since 2009, and surrounded by similarly zoned properties. Staff recommended approval subject to conditions in the packet, including limiting truck parking and on‑site repairs to company vehicles. “Staff recommends approval subject to the conditions in the packet,” the staff member said.
Developer representatives described the operation as a headquarters and maintenance facility for a fleet already operating in several locations; Ken Nienhaus, senior vice president with Northern Builders, said the company and client wanted to stay in Elgin. “They could not be more excited,” Nienhaus said.
Commissioners asked staff and the applicant about traffic, parking and whether third‑party truck repairs would be allowed; staff and the applicant confirmed the conditional‑use conditions would restrict parking and repairs to the company’s fleet. Staff also described the project as generating less traffic than other hypothetical heavy manufacturing uses that could be built on the site.
The commission’s recommendation will be forwarded to City Council; staff told the applicant to continue working with city staff on the follow‑up council hearing schedule.
