Council approves local payment to Builders Paving; some aldermen urge pause as state review continues

The Saint Charles City Council on June 16 approved a resolution waiving local bidding to accept Illinois Department of Transportation (IDOT) bid results and authorized a construction contract with Builders Paving to be paid from local funds. City discussion identified roughly $550,000 of city funds tied to the action.

Alderman Lund urged caution and asked the council to pause the approval, saying she had spoken with state representatives and King County Department of Transportation contacts who might provide information that could reduce or eliminate the need for city funding. Lund said, “I would like to pause on this,” and asked for more time to pursue state-level options before committing city funds.

Despite those concerns and a request by other aldermen to wait a month or two if the road could hold, the council approved the waiver and contract by roll call. Later in the meeting the council approved a separate resolution rescinding a previously adopted resolution (Resolution No. 2025-40) that had authorized a construction contract with Builders Paving LLC for the Prairie Street resurfacing project; council staff said state and federal avenues remain under discussion for potential reimbursement or other relief.

City Administrator Heather Maguire told the council she had spoken with state contacts and said Senator DeWitt had not yet received information that would resolve the Builders Paving award but was “going to continue to work through both the state and federal level to see if there's a potential that we could either get reimbursed through a different means for this particular project or in some other project that we are working on.”
