The Village of Carol Stream approved its consent agenda by omnibus vote, authorizing several routine purchases, intergovernmental agreements and resolutions.
At the start of the meeting the clerk read the items included on the consent agenda. Key approvals included authorization to purchase rock salt from Compass Minerals in accordance with DuPage County bid terms at a cost not to exceed $156,445, pursuant to provisions of the Carol Stream Code of Ordinances (sections 5‑8‑3(b) and 5‑8‑14(l)); approval of a collective bargaining agreement between the Village and the Illinois Fraternal Order of Police Labor Council effective May 1, 2025, through April 30, 2028; and ordinances approving intergovernmental agreements to transfer Charger Park and Lot 587 in Carol Stream Unit 6 to the Carol Stream Park District under the Local Government Property Transfer Act (50 ILCS 605/0.01).
The board also approved a resolution declaring designated public works equipment surplus and authorizing its disposal under section 5‑8‑15 of the municipal code; a resolution authorizing an intergovernmental agreement with DuPage County for the Gunderson Outfall Daylighting Project and a water quality improvement program grant in an amount not to exceed $20,000 (Resolution No. 3431); and a resolution accepting a plat of easement and grant of public water main easement for 200 South Schmeil Road related to the North Avenue and Schmeil Road TIF water main project (Resolution No. 3432). The Village additionally received the Carol Stream Public Library annual report for the fiscal year ending April 30, 2025, and approved routine bills and the treasurer’s monthly report.
