Residents opposed to a proposed apartment project and a separate odor complaint were read into the record at the Village of Carol Stream board meeting ahead of the board’s consent vote.
Shaquille Syed of 1 N. 348 Fanchon Street, in an emailed letter, asked the Plan Commission and Zoning Board of Appeals to reconsider a rezoning and development application submitted by Meridian Carol Stream LLC for 489 South Gary Avenue. "Stop the proposed apartment buildings," Syed wrote in the email subject line; the body of his message said the proposal seeks two‑story apartment buildings totaling 20 residential units and listed concerns about neighborhood compatibility, traffic and pedestrian safety on Geary and Della avenues, parking overflow, and strain on local infrastructure.
Syed’s letter said the proposal previously was intended to be 15 units and now is 20 units, and he requested that his letter be entered into the official record for the public hearing scheduled for 07/07/2025. The letter urged the Plan Commission and Zoning Board of Appeals to favor a project consistent with the neighborhood’s single‑family character.
A second emailed comment from Angelica Saltegerold of 178 Thunderbird Trail contained a single line asking to "speak regarding the smell coming from the water reclamation center at night." The clerk read both emails into the meeting record as required for public comments submitted by email.
An in‑person resident pressed the board about whether the project had been "voted down," saying neighbors had received email notices suggesting the proposal was defeated. A board member and/or staff responded that the project had not yet been before the Village Board and that the planning and zoning process begins with the Plan Commission; the board advised residents to monitor Plan Commission agendas and signage at the property for notices and said property owners could also pursue approvals through DuPage County in certain annexation scenarios.
No formal board action on the rezoning or development application was taken at this meeting; the comments were entered into the record and, per the email, intended for the public hearing process. The board reiterated that public hearings and Plan Commission agendas are the forum for formal consideration and that residents may attend future Plan Commission or Village meetings if the item returns to an agenda.
