The Villa Rica City Council on July 8 reappointed four holdover members and appointed three new members to the Villa Rica Development Authority (VRDA), filling seven seats and setting terms as provided by state law.
City staff presented a slate that included reappointments for Matthew Montahan, Dale Schwarzkopf, Rusty Dean and Thomas Scott Wilson, all made retroactive to Feb. 1, 2025 for four‑year terms. The council approved those reappointments.
Council then considered three additional candidates. The council appointed Julie Seapen for a four‑year term retroactive to Feb. 1, 2025. Vivian Lyons and Shelby Rogers were also appointed; Lyons was appointed to a term beginning Aug. 1, 2025 through Sept. 1, 2028, and Rogers was appointed effective immediately for an unexpired term through July 31, 2025 and then to a new term beginning Aug. 1, 2025 through Sept. 1, 2028, per the timeline in the applicant package.
Staff noted state law governs VRDA term lengths and that if the governing body did not make appointments before July 31 the authority itself could appoint. The council discussed whether to vote on the board as a slate or individually and chose to take nominations by seat to keep the record clear.
No public comment on the appointments was recorded beyond the applicants’ presence. The council recorded unanimous votes for the appointments as listed in the meeting minutes.
